FMCSA Updates the Under-21 Interstate Pilot Program

The Federal Motor Carrier Safety Administration (FMCSA) recently made significant changes to its under-21 interstate pilot program following a mandate from Congress to make the program more accessible.

Key Changes to the Program

  1. Removal of Driver-Facing Cameras: Trucking companies participating in the program are no longer required to use driver-facing cameras.
  2. Elimination of Special Department of Labor Number: Companies in the program no longer need a special number from the Department of Labor to participate.

These changes were made to encourage more companies to join the program. While the requirements have been relaxed, companies can still choose to use driver-facing cameras or apply for the special number if they prefer.

Legislative Background

The changes stem from a transportation spending bill passed by Congress in March. This legislation instructed the FMCSA to take steps to increase participation in the program, which had seen limited involvement. Acting swiftly, the FMCSA sought approval from the White House Office of Management and Budget in April to make these adjustments.

Implications for Motor Carriers

Motor carriers already part of the Safe Driver Apprenticeship Pilot (SDAP) program no longer need to use driver-facing cameras or maintain an approved registered apprenticeship program. However, they can still opt to include safety alerts from driver-facing cameras in their monthly reports if they choose.

New Opportunities for Trucking Companies

The FMCSA is now accepting applications from companies interested in joining the program. They are also reaching out to companies that previously could not join due to the special apprenticeship program requirement.
